Who buys transformers, cables and switchgear in Kenya’s public tenders?

An analysis of 230 public contract awards published on Kenya’s procurement portal, February 2018 to July 2026.

In short: We found 230 public contracts for power distribution equipment worth about 87 million US dollars. The rural electrification agency and Kenya Power together account for about four in five dollars. Conductors and cables are the largest category by value, ahead of transformers. Transformer tenders are often reserved for local manufacturers, and many cable tenders are reserved for youth, women or persons with disability, so most contracts go to Kenyan firms who then buy from manufacturers.

What this means for buyers and suppliers

  • Conductors and cables are bought from stock. Ex-stock tenders reward suppliers who already hold inventory in Kenya, so the importing stockist is the real customer of the manufacturer.
  • Distribution transformers are increasingly local. Where a tender is reserved for local manufacturers, the opportunity for a foreign manufacturer is in components, active parts and OEM units supplied to the Kenyan plant.
  • Reserved tenders (AGPO) are large in number. 65 contracts went through tenders reserved for youth, women or persons with disability. These firms need a manufacturer behind them for product, documents and delivery.
  • Every shipment needs a PVoC certificate. Kenya requires a Certificate of Conformity under the KEBS PVoC programme before shipment, based on test reports from a recognised laboratory. See supplying Kenya.

Method

We queried the contract and tender endpoints of the Kenya Public Procurement Information Portal (tenders.go.ke) for the keywords transformer, switchgear, substation, power cable, ring main and conductor, kept contracts whose tender title names power distribution equipment, and removed service contracts that matched the words by accident (cleaning, SCADA software, cranes, repair materials and similar). Values are contract amounts in Kenya shillings converted at about 129 shillings per US dollar; they are approximate. A keyword search can miss contracts with unusual titles, so the totals are a lower bound.

FAQ

Kenya power equipment tenders: questions

Can a foreign manufacturer bid directly in Kenya Power or REA tenders?

Some tenders are open, but many are reserved for local manufacturers or for AGPO groups. In those, the foreign manufacturer supplies the Kenyan bidder with product, documents and the manufacturer's authorization letter.

Where can I see these tenders?

Open tenders, awards and bid-opening registers are published on tenders.go.ke, the government's public procurement information portal.

Are the values exact?

No. They are contract amounts converted at an approximate exchange rate, and a keyword search can miss contracts; treat them as an order of magnitude.
